Since such project would entail spending a significant amount of money, you would want to hire a competent contractor who, at the very least, holds a California state contractors license.

Remember that competent contractors may not give you a cheap quote, but they should be able to provide you a good finished product. And although you are not obliged to pay for the labor and material furnished from a contractor who does not have a California state contractors license, you would not want the work to be done poorly.
