For as long as a domain name is registered to a person or to a corporation, other people or companies cannot use this domain name.

Domain registrars also offer DNS hosting service when they register domain names for their clients. However, such hosting service is not a requirement. Clients may just choose this option. Usually though, clients prefer packages when they order and pay for packages to have their domain names registered.
